Is McCain Green?

Watching the news tonight I saw where McCain is proposing tax breaks for people who buy zero-emissions cars as well as offering a $300 Million prize to the person who can build a better hybrid car battery. It almost sounds like McCain is trying to be eco-friendly. But does that mean he really is?
A look at McCain's voting record on environmental issues shows he is pretty hit and miss. While he has supported some environmental issues but has voted against many more. The League of Conservation Voters gave McCain a 0% in their 2007 scorecard of environmental issues. That is clearly not a vote of confidence in the green areas.
It makes some wonder if McCain really has a heart for the environment or if this is just another case of Green Washing, trying to make himself look more eco-friendly to draw in more votes. As John Nichols of The Nation writes

But, as McCain's ad establishes, he's not really serious about climate change. What he's serious about is neutralizing the environment as an issue in a presidential campaign season that will see millions of American voters -- including a great many wavering Republicans -- treat climate-change as an exceptionally serious election issue.
