Why is Iran's Response so shocking?

Iran came out and rejected the UN-brokered nuclear fuels deal and again has come out with another alternative plan. The Foreign Minister basically dared the international community to impose sanctions on Iran. What I wonder is how everyone is so surprised at it all?
The United States is trying to build consesus to somehow have sanctions imposed on Iran. Well, the Russians and the Chinese are not going to budge. The Russian President has made some positive noises, but actions speak louder than words. I see Iran continuing to play for time until the point of no return. With the continued precarious nature of the internal political dynamics of the country, there is no other choice.
As the political situation in the country continues to be fluid, It seems as the so-called President of Iran will be heading out to Bolivia for a visit. He seems to be secure enough politically. He has been going out to the regions again touting his "populist" image. It is quite amusing to be an observer to it all....
